PPE – The Organisation

Membership of the Organisation shall be open to any UK public service employer, representative association or organisation supporting, representing or providing public services.  Such members shall be known as Partner organisations.

PPE represents the interests of public service employers, employers organisations and employers providing public services nationally and in Europe. The organisation was established in 1998 as a result of the recognition that any organisation wishing to influence the future direction and shape of employment and labour legislation, as well as regulation and policy in many other areas, needs to be active at European Union level, as 70% of all UK legislation now originates in Europe. This includes involvement in the European social dialogue process as well as active lobbying of European institutions.

PPE represents employers of nearly 20% of the UK workforce, who provide essential services in health and social care, education, local and central administration and transport.

Our current Partner Members are:

The Local Government Group www.local.gov.uk represents local authorities in England and Wales and lobby and campaign for changes in policy, legislation and funding on behalf of their member councils and people and communities they serve.  They represent county councils, metropolitan district councils, English unitary authorities, London boroughs and shire district councils, along with fire authorities, police authorities, national park authorities and passenger transport authorities.  The 22 Welsh unitary authorities are in corporate membership through the Welsh Local Government Association (WLGA) which retains full autonomy in dealing with Welsh affairs.  Their work in Europe involves both employer issues and on broader policy issues.

The LG Group involvement with PPE concentrates on workforce issues, particularly the development of employment conditions, pension, equalities and health & safety.

The NHS Confederation www.nhsconfed.org  is the independent membership body for the full range of organisations that make up the NHS. It works to meet the shared needs of its members and provides a powerful collective voice for NHS leaders – addressing issues that impact upon the whole of the NHS and shape the overriding framework in which it operates.

The NHS European Office www.nhsconfed.org/europe was established in 2007 to represent NHS organisations in England to EU decision-makers. It is part of the NHS Confederation and funded by the NHS Strategic Health Authorities.  As the single largest employer in the EU, employing more than 1.5 million staff, EU employment policy and legislation have an increased impact on the NHS.  The NHS European Office’s role is to inform NHS organisations of key EU developments and to promote the priorities and interests of the NHS to European policy makers. 

NHS Employers www.nhsemployers.org, which forms part of the NHS Confederation, leads on workforce issues for the NHS including pay reform, pensions, recruitment, retention, equality and diversity. The NHS European Office works closely with NHS Employers to influence EU employment policy in the interest of the NHS.

The NHS involvement in PPE allows them to participate in the European Social Dialogue process, which brings together representatives of employers and employees in a structured process for discussing and negotiating EU policy.

The Cabinet Office c/o Department for Business, Innovation and Skills (BIS) – www.bis.gov.uk is building a dynamic and competitive UK economy by: creating the conditions for business success; promoting innovation, enterprise and science; and giving everyone the skills and opportunities to succeed.  To achieve this it will foster world-class universities and promote an open global economy.  BIS – Investing in our future.

The National Association of Regional Employers’ (NARE) comprises Regional Employers Organisations of England, Wales and Northern Ireland. At national level, the work is co-ordinated by the Local Government Group.  The members of NARE who are full members of PPE are:

The Universities and Colleges Employers Association www.ucea.ac.uk provides a frameworks in which employers in their sectors can discuss salaries, conditions of service, employment relations.

Transport for London www.tfl.gov.uk is responsible for all forms of mobility in the capital, including strategic highway planning, taxi regulation and the promotion of walking and cycling.

The Institute for Education and Business Excellence www.iebe.org.uk is dedicated to promoting the highest possible standards in education business practice.  Bringing together individuals and organisations who build partnerships between education and business, it is the first professional body of its type in the world.  Organisations strive to achieve our national standard, the Award for Education Business Excellence, while individuals can become Affiliates, Associates, Members or Fellows of the IEBE.

The Association of Chartered Certified Accountants www.accaglobal.com is the global body for professional accountants.  We aim to offer business-relevant, first choice qualifications to people with application, ability and ambition around the world who seek a rewarding career in accountancy, finance and management.

Lindsey Marsh Drainage Board www.lmdb.co.uk is the largest drainage board in England, maintaining  973km of arterial watercourse and 30 pumping stations.  As well as ensuring that water levels are maintained at an appropriate  and safe level, the Board also has a duty to conserve and enhance the natural environment. 

Scape System Builds Limited www.scapebuild.co.uk is a Local Authority controlled company who deliver successful and cost-effective solutions to the public sector through a tried and tested collaborative approach that unites, engages and ensures a positive stress free experience for everyone. It does this through the development of standard designs and strategic procurement arrangements, recognising more can be achieved by working collaboratively. This is a cornerstone of their philosophy.
